Yes, to avail the 85% state quota MBBS seats in Uttar Pradesh , your daughter must fulfill the domicile criteria of UP. Since she has completed Grade 10 outside India , she should pursue Grade 12 from UP and obtain a domicile certificate to be eligible for state quota seats.

If she continues her studies outside India, she will be eligible only for All India Quota (15%) and NRI/Management Quota in private colleges.
