BEML is one of the popular mini-ratna of Indian PSU's. First of all, the application is not yet uploaded on the official website of BEML.
I would like to bring it to your notice that candidates who have graduated from Mechanical, Electrical & Electronics & Metallurgy streams are only eligible to apply. Since the official notification has not come up yet, but you can hope that there may be opportunities for other branches also for this year.
The openings will be for the post of Management Trainee. Generally for PSU's, gate rank should be under 1000 for better chances.
There are other PSU's like CIL, BSNL, CEL, BEL, etc , which have openings for EC engineers. You can check on careers360 website for the PSU's and their gate scores for admission. ( https://engineering.careers360.com/articles/what-are-gate-scores-for-psu-recruitment )

Here is the eligibility criteria for BLML
1.must be Indian citizen
2. Age should not be more than 27 for general category.
3.70/% aggregate marks in engineering.
Application may start from 2nd April.
