Just now by reading your question i came to know that you are going to start your btech career, all the best for the future. and now coming to the question the transfer certificate is nothing but the tc which is issued by your intermediate college, you need to collect it from your inter college along with the marks list, the transfer certificate(tc) states that you has studied in that college between some time period and you passed the exam from that college, and migration ceritificate..you can collect it from the meeseva it is also called nativity certificate, it conforms your living place.

Transfer certificate is issued by the university when you want to change your board or university of education.
And migration certificate is given to you when you pass out from your school/college.
If you are leaving your school, suppose from state board to CBSE board, the you will be given a transfer certificate. And migration certificate will be given when you complete 10 or 12th standard.

Though, those certificates are not exactly needed. You only need your marksheets, age proof, leaving certificate, etc.
