Yes, you are eligible for both 85 % state quota of Delhi and Bihar.
This is because,
DELHI
In order to be eligible for the Delhi state quota seats, you need to have passed your class 12 from any school located in Delhi- NCR, affiliated to boards :-CBSE, ICSE or JMI.
As you have passed your 12 th from Delhi so you are eligible for Delhi state quota
BIHAR
Following students are eligible for Bihar State quota:-
* Students whose parent/s are residents of state of Bihar or are refugees and settled in Bihar.
So, as you are permanent resident of bihar and have domicile certificate as well so you are eligible for bihar state quota
* Students whose parent/s belong to state other than bihar but are employed with government of Bihar.
* Students whose parent/s were in service with the government of before the establishment of Jharkhand, and whose services are transferable to Jharkhand or Bihar government.
*Students whose parent/s are employed with Central government ,PSUs, State undertakings and are posted in the state of Bihar.
