hii i am in 1st year of graduation can i change my university now or after 1st sem. exam please answer

Yes you can change your university after 1st semester. For that There should not be any backlog in 1st sem plus you need to fulfill the eligibility criteria of the University where you are migrating.
Also, If you want to change your university, you must take No Objection Certificate from the former university.
