Hii I am not pay upsee seat allotment fee in first round. Can I again participate in counselling for 2nd and 3rd rounds

you can't take part in further councelling round like 2nd , 3nd. if you didn't pay seat accepted fee. you can seen this in upsee official notice. here is a link https://upsee.nic.in/publicinfo/Handler/FileHandler.ashx?i=File&ii=251&iii=Y

Unless you lock the seat alloted in first round you are eligible to participate in 2nd and 3rd round without paying fee.

Then float that seat if you want to take partcipation in next round else freeze if you are satisfied withthat seat. If you choose freeze you will get that seat and you won'tbe able to participate in further rounds.
