According to the previous year trends you might have some chances for admission in the lower NLUs. Nothing can be said for sure as the cut off varies each year due to several factors and hence it might be different for this year too. But in 2018 rank of 38900 got admission in DSNLU Vishakhapatnam. Normally the admission for STs close at a rank in the range of 21,000 but it may vary each year. So even though you don't have sure shot chances in an NLU with a rank of 32716, but you might have chances til the last allotment list.
