Hello,

With OBC category, there are few chances of fetching a MBBS private  or government seat  under all India Quota.

But the chnces in Private colleges are higher since they have Lower cutoffs,

In government colleges it depends upon this year's merit list, of all India or state counselling  that whether your niece will get seat or not, but as I compare with previous cut off the chances are not high under All India counselling, however if she has a domicile of her state, then she has chnces to bag a seat under state quota counselling.

Good luck!
