Yes you are eligible for her advanced .. as you want to do b.arch so after qualifying jee advanced you can go for iit to pursue b.arch .. as you marks is 176marks so your rank will be low for applying in any NITs but you can try for a best private colleges .. for this course

Well, probably because IITs want to give a secondchance to aspirants on the same day itself. Students giving JEE Advanced have prepared hard for 2 years, attended coaching, compromised on sleep and social life and what not. This single day means a lot to them and their future depends on it. Even if for some reason Paper 1 doesnt go well, potentially capable students still have a chance to perform stellar in Paper 2 and guarantee a seat in the IITs.
A second possible reason could be that IITs are not able to test the fundamental understanding of all the topics mentioned in the JEE syllabus as its so vast. Two 3-hour papers help IITs in accomplishing this.
