If your studying from 7 th standard in karnataka you may identified as a local candidate which means you have karnataka address in your government issued id like aadhar etc.. if this is the case your eligible to write KCET. with educational  qualifications. other wise you identified as non-local candidate. which means  you have been living in any other state and  just came to study in karnataka.in this case you are  not eligible or you may allowed to write KCET.
