There are some eligibility criteria defined by the authorities for candidates to be eligible for 85 percent reservation which includes:

If they have studied in a school/ college in the local area for a minimum period of 4 consecutive year , immediately preceding the year they appear for the relevant qualifying examination
-
If they have resided in the local area for a minimum period of 4 consecutive years, immediately preceding the year they appear for the relevant qualifying examination
A candidate who is not regarded as a local candidate under the above criteria, and has studied in educational institutions in the State for a minimum period 7 consecutive academic years, ending with the year they apply for NEET, may be considered local in relation to:

The local area where they have studied for the maximum no. of years out of the said 7 years

Their period of study in two local areas is equal
-
They have not studied in any Educational Institutions in the state, but have resided in any local area/ or two local areas (for equal time) for a minimum period of 7 consecutive years.
The following categories can apply for the 15% unreserved seats:

Candidates who have resided in the State for a total period of ten years excluding periods of study outside the state or their parent/s have resided in the State for a total period of ten years excluding period of employment outside the State.

Candidates who parent/s are in the employment of the state or Central Government, Public Sector Corporations, local bodies, Universities and Educational institutions and other similar quasi -public institutions within the state.

Candidates whose spouses’ are employees of the state or Central Government, Public Sector corporations, local bodies, Universities and Educational institutions recognized by the Government or University or other competent authority and similar other quasi- Government Institutions within the state.
If you fulfill any of these then you can take part in the same.

Yes definitely you can take part but note that as you belongs to state other than Telangana so you will only be eligible for Management or private seats not for government quota seats.
Also note that till now the Kaloji Narayana Rao University of Health Sciences (KNRUHS), Warangal, the counselling authority for Telangana state quota counselling has not released any notification or any announcement regarding dates for NEET 2021 counselling so at this point of time it would be very difficult to guide you with the schedule of NEET 2021 counselling for state quota seats.
But it is expected to start anytime soon so you should keep regular check on the official website of The Kaloji Narayana Rao University of Health Sciences (KNRUHS), Warangal as given below :-
