You are expected to follow the set protocol to get into a medical college, irrespective of whichever college you plan on joining.
Even if you plan on buying a seat, you're expecting to atleast appear for NEET-UG examination and qualify it.

According to orders from Honble' Supreme Court of INDIA
NEET UG EXAM is mandatory for admission in undergraduate Medical College.
However you can apply separately in Nepal.

You need to qualify neet to get any medical college in India. All private colleges as well as govt Colleges provide seat based on your ranking in NEET so you have to qualify it.
