I hope you are doing good. Now Coming to your query, dear the cutoff differs for every college. In 2018 the SC student who got the last seat is 61406 in Rajiv Gandhi Inst of Medical Sciences, Adilabad under AIQ. Under State Quota 82802 is a rank that got the last SC seat in the same government medical colleges. So if your rank is less than this then you were able to get a medical seat in any one of the Telangana Government medical colleges.
