You have to accept the seat to be considered for the next round and pay the fees. Onlly after paying seat acceptance fee, you will get willingness to float or freeze. Those who dont pay the fees and accept the allotted seat then they will be out of the counselling process. Please check this document

Mam agar muje wahi college chaiye jo maine float kiya tha first round me to kaise milega ?
