Sorry but you have not mentioned the college which you are talking about , different colleges have different fees depending upon course they offer as well as classroom  facilities , hostel rent and food bill and reduction in fee have  also different criteria in different colleges.
But you have freeship card so the reduction will be only on tution fees which range from 50 to 90 percent and you have to pay hostel , food bill fees as usual.
