How are seats alloted in JOSAA/JAC Delhi counselling? Is clearing the cutoff for a certain branch the only required factor to get a seat?

In case of JAC counselling the category of the candidate, preferences of course/college, All India Rank and seat availability, previous year cut off rank will be considered for seat allotment. The seat allotment doesn't solely depends on the cut off rank. Each year the cut off changes based on total number of candidates appeared, difficulty level of examination and total number of seats available etc.
In case of JoSAA counselling the category of the candidate, category rank in case of reserved category, open rank for general category candidates, seat availability, preferences of institute/branch and previous year cut off rank are taken in to consideration for seat allotment. The rank of the last candidate who gets admission in a particular course and institute will be treated as cut off rank as he/she is the last candidate to secure admission at the end of counselling.
