It means that if some seats in the SC, ST, PWD category remains vacant after the counselling, then after that seats will be alloted to the candidates of the respective categories as for admission to a prepatory course of one year. In this course you will prepared in IIT colleges to get yourself eligible for the exam that is conduted by the respective IIT college after one year. After that if you passed the exam then you are eligible to persue your b.tech degree from next session of your respective college.
