Since you have not mentioned the rank obtained by you in JEE-Main so it's quite difficult to guide you with an accurate information of admission to any college but if you have low rank in JEE-Main then also you can sit for JOSAA Counselling and if your rank is suitable for any GFTI then you will be allotted a seat in it or you can participate in some state counselling for state level GFTIs like REAP in Rajasthan, TNEA in Tamil Nadu and likewise. But if you need to sit for JEE-Advance then you have to clear at least JEE-Main qualifying cut-offs. See the qualifying cut-off percentiles which needs to be cleared by any candidate to sit in JEE-Advance is released along with the final result of JEE-Main and for JEE-Main 2021 the final result will be released after all four attempts will be completed and the final result will be on the basis of your best score amongst different attempts. However basis on previous year's cut-off trends we can help you with the expected qualifying cut-offs for this year :-
- Common Rank List (CRL) - 90- 95 Percentile
- GEN-EWS - 70- 75 Percentile
- Other Backward Classes (OBC-NCL) - 70- 75 Percentile

- Scheduled Tribe (ST) - 40- 45 Percentile
- PwD - 1-2 Percentile

You can apply for Government College even if you get low rank in jee main through josaa counselling while choice filling provided you should have at least qualified JEE main cutoff percentile but yes just being able to apply for the college doesn't guarantee admission as admission will be provided on the basis of your rank

You can apply for government colleges through your state counselling even when you don't qualify jee main if your state counselling is on the basis of JEE main for example in state like Bihar and Jharkhand for state counselling admission in engineering college is provided on the basis of JEE main .

With a low rank in jee mains it is difficult for one to get good government engineering colleges. However you can apply for state counselling. Some state take admission only through jee main counselling like mp, haryana etc. While some takes through both the state entrance test and the jee mains exam. So you can apply such colleges. However every college has its own rules and eligibility so before applying you should check that.
