how can i become a world best hacker

You should start very young, have a passion for tech and hacking, and learn how to program, code, and basically learn everything about operating systems (mainly linux) and the internet. You should also take cyber security classes (you can do this online or sometimes at a university) You can also talk to people who are older than you who hack. You can check out programming and hacking books at your local library. Do this for a couple hours each day, and by the time you’ll be a respectable hacker.

To become a better Hacker, you must have to learn the differences between "Hacker" and "Cyber Criminal". Discovering Weaknesses in Software / Computer System / Network / IoT / Web Application / Mobile Application and Tinkering it with by writing pseudo code (Commonly we will call it as "Exploits") and conducting penetration tests in a virtual machine or Shared System under your cabinet / room, to check how the weakness can be triggered and writing solutions / Patches / Hotfixes to Hardening the Security of Software / Computer System / Network / IoT / Web Application / Mobile Application is known as "Hacking". Looting the Bank Accounts / Hacking Social Media Profiles / Matrimonial Website is "Cyber Crime" and it is dead opposite to Hacking. Then along with this, you need to learn Computer Hardware, Networking, Programming, Web Development, Server Side and Client Side Scripting, Server Administration, Problem Solving etc to become a "Professional / Master Hacker". Remember, Hacker is not deserves with a Person. Hacking deserves with the mindset, and there is nothing like "Ethical Hacking / Criminal Hacking".
