How can I change my category from OBC to UR in NEET 2017 after result declaration?

This happens automatically. In case you are unable to provide OBC certificate and proofs you shall be treated as a general candidate itself.
No need to update anywhere.

But you know in counselling seats will be given according to my category and if I failed to provide certificate than my seat will be cancelled

Yes. you will be called for general counseling as a general candidate.

You can attend the first counseling and better to ask them how to proceed futher.
They can guide you accurately for the same.

when you attend the counseling..there only you can talk to the concerned person. any staff can guide you.
