how can I claim against upsee . if they done my rural certificate wrong but that is right

See, first of all its not possible that they would have rejected you certificate if its valid because this process of document verification is done very specifically so its highly likely that they would have rejected it without error. Still if you think you have a valid document then drop a mail to the counseling authoritative regarding you matter.
