Yes, you can.But it will be easy for you if you will apply for the same number these days sim cards are activated withe 10 mins so i suggest you should do that.Else then that you can recover it through you mail also or if nothing works then you will have to go through certain security question and you will have to answer them correctly to have reaccess to your account.

Go to Candidate Login page on www.ntaneet.nic.in , then click on forget password, there will an option "through security question", fill the asked questions and then change your password.
