hey hi, yeah you can apply to other states even though you dont have domicile under all india quota, all the colleges under NEET ( except AIIMS and JIPMER) have 15 percent of their seats filled on the basis of all india quota via NEET UG, hope this helps, good luck

You can apply for private colleges in other states for seats under Management quota. Fee structure of management quota seats is hisgh.
