Eligibility of UPSC is passed graduation in any discipline from a recognized university, you need to be 21 and can apply in final year as well with no specific aggregate.

UPSC Civil Service Exam consists of three stages namely;

Preliminary
Mains
Interview

It's best if you can start preparation in gradual manner from your graduation year itself, covering the extensive syllabus will take time and if you're well prepared you can apply even in the final year, even if it doesn't happen you can appear after completion of graduation. You must be acquainted with the syllabus,if not you can get from official website of UPSC. Because of restriction of word limit I'm unable to provide you full syllabus.

The preparation and planning more or less remains the same for every aspirant preparing for UPSC Civil Service Exam, you can go through the following steps;


The first and most important step towards preparation is to be well acquainted with UPSC Syllabus , learn it by heart, that's the most crucial step to crack this exam, to know what to read and what to skip. In addition to this, never ever make a differentiation between prelims and mains, because nowadays what's happening is even in prelims, UPSC frame questions based on Mains syllabus, So, the first towards preparation shall be an integrated approach for both, that is Preliminary and Mains.

Make a timetable,set targets on a daily,weekly and monthly basis,that's the only way to complete this extensive syllabus.

Another equally important part is to start reading any newspaper like The Hindu, or Indian Express on a regular basis to be updated as well as gaining knowledge which shall be highly useful to you in future exam preparation part. Put a more emphasis on editorial part, it will not only broaden your perspective but help a lot in answer writing,and make sure whatever opinion you form it should be well balanced. You can also make notes of this,it'll be very useful in answer writing.

When it comes to reading books ,start with basics, for each subject, you can do with NCERTs for this. This will build your foundation strong,as you progress, move on to other relevant books as mentioned below;

Coming to Mains Exam, you can refer the following books for four General Studies Paper;

GS I - For History , Class XI NCERT book with India's struggle for Independence by Bipin Chandra,India after Independence by Bipan Chandra,History of Medieval India by Satish Chandra

For Geography refer World Geography and Geography of India by Majid Hussain, GC Leong's Physical and Human Geography with NCERT Class XI book.

For GS II - Polity and International Relations , refer Indian Polity by Lamikanth,India's Foreign Policy by Rajiv Sikri

For GS III - For Economics refer Indian Economy by Ramesh Singh, read ARC report along with Economic Survey and Fiscal Budget.

For GS IV - For Ethics refer a book named Lexicon by Niraj Kumar, also you can go through study material of IGNOU.

Remember to keep resources minimal always, read one book many a times instead of many a book one time

Start practicing answer writing in advance, even in a little way, Writing mains is a huge task, for nine paper it requires immense practice along with knowledge. There are many sites which provide questions on daily basis you can avail that. Try to give a holistic viewpoint while answer writing by providing political,economical and social aspect.

Practice previous year question paper which you can get from the site of UPSC,in addition mock papers, and test series which you can get it from any of the sites exclusively dedicated to UPSC, it's highly important to evaluate your performance while doing so.

UPSC is one of the most prestigious as well as competitive examination, so perseverance is the key here, because it's going to take one year to prepare and another one to appear for three stages which are Preliminary, Mains, Interview. It's one of the most tiring experience considering such as vast syllabus,but if you have inclination towards the subject,or to know more about the country and other details aspect,this very interest and passion will sail you through, try to have a well-balanced lifestyle,take care of yourself emotionally and spiritually, do meditation and have a healthy diet, have other hobbies as well to balance out things, and if at any point you feel low try to talk with your parents or anyone who supports you, keep the enthusiasm alive that's what is needed the most.

UPSC Civil Services Examination(CSE) is conducted every year for recruitment of candidates to these A class services such as IAS, IPS, IFS etc. It ia 3 stage process consisting of Prelims, Mains and Interview.

The eligibility criteria for UPSC CSE is that the candidate should have a graduation degree from any recognised university in any discipline.
So, yes you are eligible for appearing in UOSC CSE exam after B.Com.

You can start your preparation with NCERTs of Geography and History of class 6-10th. This will build your basics. Later on you can move to advance books such as Laxmikant for polity, Spectrum for modern history, GC Leong.  You should develop a schedule and follow it to properly manage your time. The preparation will take more than one year, so you need to keep patience.
You can join some coaching if you want, however it is not necessary. Also choose an optional subjects depending upon your interest, you can also take commerce. Optional subject is the game changer in UPSC exam, so choose wisely.
