How colleges and universities are guiding students on competitive programming and differentiating with regular programming?

Courses in college are more often than not just regular programming, although they do give assignments that could be asked in any competitive coding contest too. Colleges often organise several hackathons and other coding contests to give the students a flavour of comp coding. Ultimately, it is the student's own wish to build an account on hackerrank, codechef etc and religiously perform in coding contests.
