how come the closing rank is higher for other state than home state? It should be reverse due reservation for home state right?

In some states there are very reputed college so the students competition is very high to join the home town college hence cutoff becomes high .
while some states dont have the reputed college so the students from those states come to far states hence home state cutoff decreases at that states.
