You didn't mention which counselling are you talking about,  I can't help you unless you lemme the counselling you are talking about. If you are about CSAB then if you didn't get a seat then your counselling fee will be refunded back after deducting Rs. 1,500.

This depends on the particular counselling about which you are talking about. If you are talking about CSAB counselling then your fees will be automatically refunded after you fill in your bank details within two to three months. For other counselling also the process should be the same but you should visit their official website in order to gain more information. Hope this helps.
