Hello Shreya, Greetings!
Your character certificate is issued by your school principal when you pass school. So, if have not gotten your character certificate yet, then contact your school officials.
In case you have taken a year drop, then you need to make a new one.
You can get your new character certificate issued by any gazetted officer near you including government school/college principal.
