If you want to apply for NEET counselling for 15% All India Quota seats then you should first of all visit to the official website as given below :-

www.mcc.nic.in

There you have to register yourselves for All India counselling and then you have to pay the non-refundable registration fees that is Rs.1000/- for UR category and Rs.500/- for OBC/SC/ST/PwD and along with this you have to pay refundable tuition fee Rs.10,000/- for UR category and Rs.5,000 for OBC/SC/ST/PwD.

The procedure to apply for 15% All India Quota is same as the state level quota.You have to attend the NEET counselling and fill your college preferenc accordingly.

All India Quota is for the students whose state domicile is of other state and want to take admission in other state.To apply for All India Quota candidates must have their NEET score abover 560.560+ is considered a safe score to get admission through AIQ.
