There is no 15% quota seats for BAMS programme, The counselling in Maharashtra for BAMS programme will be conducted by DMER only. You can also refer the official brochure to get the complete information.

Mam but how can outside maharashtra state student can take addmission in maharashtra they don't have Domicile certificate of maharashtra for counseling but how can they take addmission

In order to take the admission in Maharashtra medical colleges you should have the domicile of the state, Other state student can not apply.

If mam those don't domicile of maharashtra but posses a Domicile certificate of maharashtra they are eligible for addmission or not
