Hello Devesh,
Btech dual degree from JNU is a very recent course provided by the school of engineering of JNU which comes under the school of computer system and sciences. This course will take 5 years to complete and you will have a dual degree at the end.
On the other hand, IIIT Lucknow is also very new and it is establishing its roots among other institutions and managed by several parent institutions.
If you want to go by the tag of the college then JNU has a big name in academics and it certainly got some experienced faculty members nurturing the newly designed course.
Hope this helps.
