how is college cutoff related to snq quota? for example : BITM college cutoff for CSE is 45000 but my ranking is 55495 ,so can i get snq seat for CSE branch in BITM?

Yes,you may get seat in cse because cuttoff are not exact but they are accurate.cutoff will changes every year because it's based on number of students and number of seats etc..these parameters change the cutoffs .so it's clear you may have chance to get seat in cse .the purpose of cutoff is to give an idea about it.
