Install an english news channel app in your phone, read a book or a newspaper whichever suits you, try to converse with your friends in english as and when feasible this will help you improve both the language and the communication part.

Communication skills are your personal way of communication and it is based on your way of developing the skills. You learn and improve your Communication skills by practising and that should come from within you as how you develop your communication skills. Of course the Institution you join has an impact on your communication skills in the way you are taught English and how you interact with your peers. But it has got nothing to do with comparing 2 Institutions. An Institution is a non living thing and it cannot have communication skills.
