Through CSAB Special Round counselling, JEE Main qualified candidates can get seats into NITs, IIITs and GFTIs. Now to get a seat in these colleges one has to be JEE Main qualified, and for that one has to clear the required cutoff as per his/her category. For OBC-NCL category, the cutoff for 2019 JEE Main was 74.31 percentile. Now according to your rank of 17443 under OBC-NCL category, you could get a seat in IIITs. But exactly which IIIT will you get that is hard to tell. So better attend the CSAB counselling process and see which colleges are you getting as per your rank.

As far as IIIT Raipur is concerned, the college is pretty good. Though it is a new college still all the required facilities are available in the college campus. The college is UGC approved and has faculty of 22 people. The campus is about 22 acres.  So if you get IIIT Raipur in CSAB Special Round, then yes, you can opt for that.
