Percentile itself means a criteria which measures so as to how much you are ahead of the total applicants.
If your percentile is 95% then it means that as compared to 95% of students you are ahead of them.
This is the true meaning of percentile and is calculated by measuring your position as compared to all the other students who have NEET and qualified it.
