As per new rule, you can attempt maximum 3 times starting from 2017. That means if you appeared in 2017, it is considered as your first attempt.

hi vinod,From 2017 onwards, candidates are allowed a total of three attempts in NEET. If they haven’t appeared for NEET 2017, then their appearance for NEET 2018 will be considered as the first Candidates who fall under these categories - Indian Nationals, Non Resident Indians (NRIs), Overseas Citizen of India (OCIs), Persons of Indian Origin (PIOs) & Foreign Nationals are eligible for 15% All India Quota Seats, good luck
