Hey Satya,
First I want to mention that there is a 85% reservation for seats in State Quota in Bihar which means to an approximate of 782 seats in government colleges. To be included for state quota seats, a candidate is required to be a domicile of Bihar in MBBS 2020.
In the year 2020, a total of 190 extra years were added in Government Colleges in Bihar. Some of the gov MBBS Colleges in Bihar are Indira Gandhi Institute of medical science in Patna, Anugrah narayan Magadh medical College in Gaya, Sri Krishna medical College in Muzaffarnagar. All the admissions are done on the basis of marks obtained in NEET Exam counted by NTA.

I just gave you an example of a handful of govt. colleges and Yes there are many more government colleges too in Bihar apart from the one I mentioned.
AIIMS seats are based on the marks obtained in AIIMS Entrance Exam and not in NEET Exam.
