Hello,

There aren't any levels. You need to appear in CLAT entrance exam. And you will receive a call letter to attend counselling. There are three rounds of counselling conducted in online mode according to 2019 CLAT brochure. You need to fill the choices and pay the counselling fee. Based on your rank, reservation (if any) you will be allotted a seat. You need to choose lock if you are satisfied and want to accept the seat or upgrade/shift if you haven't locked your choices in round 1 or withdraw if you want to cancel the seat. You need to report to your respective college for document verification and deposit of fee and complete the admission process.
