First thing I would like to make you clear that admission to NIT Rourkela is solely done on the basis of JEE-Main score but on the other hand VSSUT Samabalpur takes admission on the basis of JEE-Main score as well as OJEE score.

As you have not mentioned your branch for which  you are concerned so it is little bit difficult to predict the more precise rank or marks because different branches have different cut-off according to different categories. But as you told that you belongs to SC category so you need to get around 95 percentile in JEE-Main. Note that this cut-off keeps varying every year depending upon various factors.
