As we go through the latest cut-off of 2020 then it shows that the closing rank for OBC category was 3299 for Textile Technology branch in IIT Delhi and 3611 for Ocean Engineering and Naval Architecture in IIT Kharagpur.
See it is quite difficult to tell you about exact marks to score because for JEE-Advance no maximum marks are fixed but yes with regards to JEE-Advance 2021 if he secures his AIR under OBC category in JEE-Advance under top 3250 then there are good chances for him to get into some lower branches in IIT Delhi but if he wants top branches like CSE, ECE then he should maintain his rank under 500 for IIT Delhi and similarly for IIT Kharagpur he should secure AIR for OBC category under 3580 for lower branches and under 400-500 for top branches.

To have fair chances in securing a seat at IIT D or IIT KGP, you Son must target atleast a OBC Rank of 3000. In JEE Advanced OBC 3k, corresponds to roughly 15k in CRL. For CRL 15k, considering current trend of somewhat moderate to tough papers, according to my estimate you must secure atleast 26-28% of the Total Score in JEE Advanced Paper, besides clearing individual Cutoffs. As a Target, your son may target securing 30%, and be assured of a seat in either of the Top 5-6 IITs.
Ofcourse, you may get to secure Other IITs or lower branches/Integrated M.Sc. maybe in some of the Top 5-6, even below OBC 3k, but that shouldnt be your target at first instance.
