In JEE ADVANCED there is no such rule that if you score 60% then you will get rank under 1000. First of all you must note everything depends on the difficulty level of paper, marking schemes etc. In year 2015 difficulty level of the paper was slightly lower than 2018 but due to marking scheme students score less. Similarly in year 2016 difficulty level was quite high so score also get reduced. I will like to put some statistics before you and you will understand yourself.
Year Rank-1000 Rank-5000
2015(F.M 504) 56.75%. 40.48%
2016(F.M 372) 49.46%. 36.02%
2017(F.M 366) 71.75% 58.21%
