Anything around 90 or 100 is enough. But ask yourself. Do you really want to score as per your category cutoff?? I mean, you have greater potential. Why don't you work hard?Try to score as much as possible. This preparation is going to help you in your engineering too. You don't have to study for the first semester in engineering if your 11th and 12th knowledge is good.
Ultimately i would say that do not be limited to your category cutoff. Try to show you are the best.

Anything more than 45% of total score is sufficient to get a good branch (maybe CSE) in an old IIT for an SC candidate.
I have seen SC people with AIR ~4000 getting CSE in IIT Bombay.

But, do not limit yourself to AIR 4000.
Unless you work hard enough to get AIR < 3000, you cannot guarantee that you will get AIR < 4000.
It all depends on the difficulty of the paper. If you need a good college and a good branch, try to get atleast 1/3 rd of the total marks.
