According to your question the minimum rank or percentile to get into good NIT is totally depends on few factors like which category do belnong to and also if you comes under home state quote or other state . So, for every category there is a different cutoffs. Also, every year the cut-off changes as the number students appearing changes . As you know the percentile are still not released by NTA and it will only be released after the 2nd phase of the exam.
But if you follow recent trend then above 96 pecentile can fetch you a good NIT with ECE branch.

Your admission will depend upon your rank ;state ;category and on other students also.
So according to that it varies depending upon your category and other things.
But you can take a criteria for the safe position and you should secure rank under 8-10 thousand ( you can check for specific college.)
Chances will be obviously more if you secure better rank than 8-10 thousand.
