Government jobs are based on different grades.Exams like UPSC conduct jobs mainly for A grade posts like IAS,IES,IFoS and various other posts and for this you need a graduation degree to appear.
UPSC also conducts exams for engineering graduates which is called IES exam but for this you need to have a engineering degree and since you have done diploma you can do engineering through lateral entry.
There are also exams like Bank,SSC but for that too you need to have undergraduate degree.
But there are various exams by Railways Recruitment Board where diploma holders can apply.
