A candidate appear in the exam he gets a particular rank where he stands among the total candidates appeared in that exam whether he qualify or not and Merit list is of the candidates who qualify the exam.

All India Quota seats, Deemed Universities, Central Universities counselling will begin from the second week of March 2019. NEET MDS AIQ counselling will be conducted in two rounds. You can check the further information with the given below link.
