Admission process varies among colleges, for some it's merit based while others conduct entrance test for the same. You haven't mention your preferred university as such, but just to let you know in case of DU cut-offs specially for north campus colleges generally remains above 95% in case of General Candidates.So, you need to look into eligibility criteria of the college you want to take admission into.

to get an admission into any degree course you have to appear an entrance exam. To appear the entrance test, you have to satisfy the eligibility criteria. as you mentioned you want to pursue CSE hons, you can do engineering with hons.

to pursue engineering, you have to take jee main which is a national level entrance test or state level entrance test. You have to look which entrance exam you can appear to get an admission. If you choose any exam conducted by other state then you will go under open category.
