The pay of a fresher depends on many factors, which may be one's skills or the Institute.

Packages differ for freshers from Institute to Institute.

IIT's and NIT's offer fairly higher packages than other institutions.

Packages vary from 10 L.P.A. to 5 L.P.A. to 3 L.P.A depending on your Institute. The domain of Civil engineering is a lot about practial learning . So at initial stages focus on practical learning.

If you're a fresher ( not certainly from IITs and NITs) than your package varies from 3 L.P.A. to 3.5 L.P.A. You join at this stage as a GET( Graduate Engineer Trainee) .

If you wish to go for techno management courses like construction management or project management,after graduation, your package starts from 5.5 L.P.A. 6 L.P.A. As you performance improves your pay increases gradually.

Years after years as you gain experience you pay increases gradually. Ultimately your package depends on your education, experience,performance and also on the relations you have with your higher authorities.
