The cutoff varies from year to year and also accrding to the engineering branch. As per the previous year cutoff trend, you should aim to score a rank under 5000 to get a seat in CSE branch in VIT Vellore.

It will depend on the specific branch.
Cut offs will vary accordingly the branch and if you secure rank under 10-12 thousand you may get any branch of your choice.( Except a few.)
And for this Rank you have to score atleast 60 marks ( may vary depending upon other students).
