Yugraj, Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. But if you hold the domicile of Jammu and Kashmir, you cannot participate in All India Counselling. The only exception being you give a self declaration stating that you do not hold the domicile of Jammu and Kashmir. A self declaration form means that you are stating that you are not eligible for appearing for Counselling in Jammu and Kashmir and Ladakh and hence you are not eligible to see admission in MBBS, BDS, Ayush courses of Jammu and Kashmir and Ladakh. You are also mentioning that you do not hold the domicile of both Jammu and Kashmir and Ladakh. So if you hold the domicile of Jammu and Kashmir, you cannot participate in All India Counselling because, All India Counselling for Jammu and Kashmir and Ladakh is only for those Candidates who have do not hold the State's domicile. But if you hold the domicile of Jammu and Kashmir, you have the opportunity of 100% State Counselling. This has been the norm until 2020. It is yet to be seen how things unfold in 2021. As per 2020 NEET norms, if you hold Jammu and Kashmir domicile, you cannot seek admission in AFMC.
