HI Sheetal,
You can get your CW certificate made from Kendriya Sanik Board. For getting admission in DU under CW quota you have to mention you category as CW during the time of registration. That after some time there will be a option in your online portal where you'll be able to fill colleges according to your preference. After then CW results will be declared and you'll get college that you filled in your preference form. If you don't get college in 1st CW cutoff don't worry there are more CW cutoff that comes.
